Using the “reforge legendary” recipe in Kanai's Cube, you can remake the item as many times as you want, as long as you have enough crafting materials. You can upgrade any Legendary weapon, yes. A runeword is considered a "normal", socketed, quality level item and will not work with that recipe. The reason is, the only items that are upgradable are rares and uniques. The Act 4 ( N ) Good treasure class has a chance to drop a Pul rune, as do higher Good treasure classes. The Hellforge on nightmare or hell difficulty has a 1 in 11 chance to drop a Pul rune as part of its quest reward. The Countess's extra rune drops on hell difficulty can include Pul runes. Three Lem runes and one Flawed Emerald are needed to create one Pul through the Horadric Cube (this does not work on regular ). Three Lum runes and one Flawed Amethyst are needed to create one Ko through the Horadric Cube (this does not work on regular ). In single-player, open or ladder games only, the Horadric Cube can transmute three Dol runes and one chipped emerald into one Hel rune.
